In ons dichtbevolkte land zijn we gewend dat ambulances altijd zeer snel ter plaatse kunnen zijn, mede op basis van onderzoek naar de optimale lokalisering van de posten. In het dunbevolkte Noorwegen lost men dit op met helikopters en met een Nederlandse inbreng heeft men ook hier de optimale verdeling daarvan over het land bepaald.
